Plan Year 2024 Virtual Flexible Benefits Fair

Welcome to the State of Georgia 2023 Flexible Benefits Open Enrollment and Virtual Benefits Fair for Plan Year 2024!

Open Enrollment begins October 16, 2023, at 1:00 a.m. ET and ends November 4, 2023, at 12:59 a.m. ET for active eligible employees and COBRA beneficiaries. Open Enrollment is a time to review, enroll and/or make changes to your Flexible Benefits plan options, including dental, vision, life insurance, and the flexible spending accounts plan options. There are in-person Benefits Fairs as well as the virtual Benefits Fair  – with vendor booths highlighting the Flexible Benefits Program plan options. Think about that – an online fair providing access to all of your Flexible Benefits plan options and changes for Plan Year 2024 via your computer and/or other mobile devices at your home, office, or on the go! Need to change your tier from Single to Family or change from one plan option to another? This is your opportunity to make those and other changes. In fact, as an active eligible employee, you can do the following during Open Enrollment:

  • Enroll in Flexible Benefits Program coverage
  • Change your plan options
  • Enroll eligible dependents
  • Drop covered dependents
  • Decrease/increase coverage levels and/or tiers
  • Drop plan option(s) and/or discontinue your Flexible Benefits coverage

Dental

The available Dental plan options and changes are:

There are no changes to Cigna’s Dental PPO for Plan Year 2024.

Reminder: The orthodontia lifetime maximum was reset, and dental implant coverage was added to Cigna’s Dental PPO Select Mid and Select Plus plan options during Plan Year 2023.

Cigna’s DHMO rates will increase by 2.69%. The DHMO now includes dental implant coverage. See the 2024 Cigna DHMO rates below.

Vision
There are no changes to Anthem’s 2024 Vision rates for Plan Year 2024.

Flexible Spending Accounts

The Health Care Flexible Spending Account limit will increase from $2,808.00 to $3,000.00 for Plan Year 2024.

Long-Term Care
UNUM’s Long-Term Care premiums will increase by 9.9% on all plan options.

Short-Term and Long-Term Disability

There are no changes in the 2024 rates. The offerings of coverage have changed as follows:

  • STD and LTD have increased protection based on annual income
    • STD maximum weekly benefit has increased to $1,500
    • LTD maximum monthly benefit has increased to $10,000
  • STD Late Entrant Penalty (60 days) is being removed for this Open Enrollment
  • LTD Evidence of Insurability (EOI) is still required for late entrants

Critical Illness & Accident Insurance

Voya is the new administrator for the Critical Illness and Accident Insurance plan option, replacing AFLAC for Plan Year 2024. The offerings of coverage have changed as follows:

  • Unbundled Critical Illness & Accident Insurance
  • Two new options: Hospital Indemnity Insurance and Cancer Insurance
  • Lower employee and spouse critical illness rates
  • Child Critical Illness Insurance (now a separate option)
  • Enhanced Critical Illness coverage
  • 2023 age bands will carry over in 2024 on participants’ “issue ages”
  • No health questions required
  • Wellness benefits are available for all options and all covered family members
  • Critical Illness coverage levels of $40,000 and $50,000 are no longer available for new enrollees. Current participants will be grandfathered in if they are enrolled in these coverage levels.

Life Insurance

MetLife’s One-Up campaign is available this Open Enrollment on Employee Life Insurance.  Employees can enroll and/or increase by 1 X Pay without providing proof of Evidence of Insurability (EOI).  

2024 Life Insurance rate changes:

  • Employee Life insurance rates have changed.  Some rates have decreased depending on the age band. 
  • Spouse Life and Child Life insurance rates have increased.    

Dependent Verification Process
Effective January 1, 2023, Flexible Benefits participants adding new dependents, as well as their current covered dependents, must provide proof to GaBreeze that their dependents meet the eligibility requirements. The deadline to submit dependent verification documentation was August 31, 2023, meaning applicable benefits for employees’ unverified dependents ended on September 30, 2023. Employees/Retirees have until December 29, 2023, to submit the required documentation, and if approved, dependents will have their coverage reinstated.

If you add dependents during this Open Enrollment, you will be asked to submit the required documentation to verify your dependents’ eligibility for the Flexible Benefits coverage.

Actions Needed!
Your 2023 Flexible Benefits plan options will roll over to Plan Year 2024 if you do not access GaBreeze during the Open Enrollment period. However, your 2023 Health Care and Dependent Care Flexible Spending Accounts (FSAs), as well as your Critical Illness/Accident coverage on your dependent child(ren), will not roll over to Plan Year 2024. If you want to continue your FSA(s) contributions and Critical Illness/Accident coverage on your dependent child(ren) for Plan Year 2024, you must enroll during this Open Enrollment period.

  • Confirm your access to the enrollment portal, GaBreeze, before the Open Enrollment start date.
  • Review the Flexible Benefits Program’s plan options.
  • To enroll in your Flexible Benefits:
    • Access the enrollment portal, www.GaBreeze.ga.gov;
    • Use the mobile app, Alight Mobile;
    • Call GaBreeze Benefits Center at 1-877-342-7339.

Important Information for Retirees – Retiree Option Change Period (ROCP)

During this time, you can only make changes or cancel your dental coverage. There is no opportunity for enrollment in a dental plan or any other Flexible Benefits Plan option. ROCP begins on October 16, 2023, at 1:00 a.m. ET and ends on November 4, 2023, at 12:59 a.m. ET.

During ROCP, you may:

  • Change your dental plan option
  • Drop a covered dependent
  • Cancel your dental coverage

Alert! If you drop a covered dependent or cancel your coverage, you will not be able to re-enroll unless you return to work in a position that offers Flexible Benefits coverage.
