Welcome to the State of Georgia 2022 Flexible Benefits Open Enrollment and Virtual Benefits Fair for Plan Year 2023!

Open Enrollment begins October 17, 2022, at 1:00 a.m. ET and ends November 5, 2022 at 12:59 a.m. ET for active eligible employees and COBRA beneficiaries. Open Enrollment is a time to review, enroll and/or make changes to your Flexible Benefits plan options, including dental, vision and life insurance coverage. There will be in-person Benefits Fairs as well as the virtual Benefits Fair – with vendor booths highlighting the Flexible Benefits plan options. Think about that – an online fair providing access to all of your Flexible Benefits plan options and changes for Plan Year 2023 via your computer and/or other mobile device at your home office or on the go! Need to change your tier from Single to Family or change from one plan option to another? This is your opportunity to make those and other changes. In fact, as an active eligible employee, you can do the following during Open Enrollment:
- Enroll in Flexible Benefits Program plan option(s)
- Change your plan options or vendor
- Enroll eligible dependents
- Drop covered dependents
- Decrease/increase coverage tier
- Drop plan option(s) and/or discontinue your Flexible Benefits coverage
What’s new and/or changing for Plan Year 2023?
Effective January 1, 2023:
Dental
- Cigna was awarded the contract to administer the Dental PPO plan options
- The following enhancements have been made to the Dental PPO options:
- The calendar year maximum for the Select plan option has increased ($500 to $750)
- A mid plan option, Select Mid, has been added
- Implant benefits have been added to the Select Mid and Select Plus plan options
- Orthodontia lifetime maximum has been restarted
- Premiums decreased on the Select and Select Plus plan options

Important Alert! Members currently enrolled in Delta Dental PPO Select and Select Plus plan options will default to Cigna Dental PPO Select and Select Plus plan options if they do not make elections during Open Enrollment for Plan Year 2023.
Cigna DHMO added the additional services without an increase in premiums in the following categories:
- Diagnostic/Preventive
- Periodontics
- Implant Services
- Oral and Maxillofacial Surgery
- Adjunctive General Services
Note: Orthodontia benefits are available under the Dental PPO Select Mid, Select Plus and DHMO plan options.
Vision
Anthem Blue Cross Blue Shield Vision plan options premiums decreased.

Legal Plans
MetLife Legal Plans options have enhanced benefits without an increase in premiums.
- Divorce, Dissolutions and Annulments (Select Plus and Select Premium)
- The $1000.00 maximum for contested divorces will be removed and replaced with 20 hours of services
- A 25% Reduced Fee Benefit (Select, Select Plus and Select Premium)
- Added 8 hours of attorney time for non-covered services
Flexible Spending Accounts
The Health Care Flexible Spending Account limit will increase from $2,700.00 to $2,808.00 for Plan Year 2023.
Long-Term Care
UNUM’s Long-Term Care premiums will increase by 15% on plan options with Compound Inflation.
Dependent Verification Process
Effective January 1, 2023, Flexible Benefits’ participants adding new dependents, as well as their current covered dependents, must provide proof to GaBreeze that their dependents meet the eligibility requirements. The Department of Administrative Services (DOAS)/ Human Resources Administration (HRA) will provide more details before the Dependent Verification process changes go into effect.
Actions Needed!
Your 2022 Flexible Benefits plan options will roll over to Plan Year 2023 if you do not access GaBreeze during the Open Enrollment period. However, your 2022 Health Care and Dependent Care Flexible Spending accounts will not roll over to Plan Year 2023. If you want to continue your FSA(s) contributions for Plan Year 2023, you must re-enroll during this Open Enrollment period.

- Confirm your access to the enrollment portal, GaBreeze, in advance of the Open Enrollment start date.
- Review the Flexible Benefits Program’s plan options.
- To enroll in your Flexible Benefits:
- Access the enrollment portal, www.GaBreeze.ga.gov;
- Use the mobile app, Alight Mobile;
- Call GaBreeze Benefits Center at 1-877-342-7339.

Important Information for Retirees – Retiree Option Change Period (ROCP)
During this time, you can only make changes or cancel your dental coverage. There is no opportunity for enrollment in a dental plan or any other Flexible Benefits Plan option. ROCP begins on October 17, 2022 at 1:00 a.m. ET and ends on November 5, 2022 at 12:59 a.m. ET.
During ROCP, you may:
- Change your dental plan option and/or dental vendor
- Drop a covered dependent
- Cancel your dental coverage

Alert! If you drop a covered dependent or cancel your coverage, you will not be able to re-enroll unless you return to work in a position that offers Flexible Benefits coverage.
