State HR functions move to DOAS

As part of Governor Nathan Deal’s initiative to streamline state government through the consolidation of agencies and services, the State Personnel Administration has been abolished as an agency effective July 1, 2012.

Some, but not all state human resources functions are transferring to a new division within the Department of Administrative Services (DOAS) called the Human Resources Administration (HRA) division.

What does this mean to state employees?

Virtually nothing changes for the majority of state employees. The HRA division of DOAS will continue to manage employee-related services including Flexible Benefits (GaBreeze), Performance Management and the ePerformance tool, the State Charitable Contributions Program and Faithful Service awards.

The State Personnel Board and Employee Benefits Plan Council will continue to function.

DOAS will also continue to manage the news and stories posted on this website, Team.Georgia.gov.

If you work in human resources for your agency, you may see some changes. Most notably, functions like HR Shared Services, employment testing and employee/management training are no longer provided by a central agency. See the FAQs for further details.
